IG Kanja Ordered to Reinstate Justin Muturi’s Security After Court Petition.

Public Service Cabinet Secretary and ex-Speaker of the National Assembly, Justin Muturi.

The High Court in Nairobi has ordered the immediate reinstatement of security for former Public Service Cabinet Secretary and ex-Speaker of the National Assembly, Justin Muturi. The directive, issued by Justice Chacha Mwita on April 11, 2025, mandates Inspector General of Police Douglas Kanja to restore Muturi's security detail without delay.

This interim order follows a petition filed by Muturi against the State Law Office and the National Police Service Commission (NPSC), highlighting concerns over the abrupt withdrawal of his security. Justice Mwita emphasized that the petition raised substantial constitutional issues regarding Muturi's rights, necessitating urgent judicial intervention.

The court's order stipulates that the reinstated security should remain in place until June 24, 2025, pending the full hearing and determination of the case. Additionally, the respondents are required to file and serve their responses within 14 days, after which Muturi has another 14 days to submit any supplementary affidavits and written submissions. The court has scheduled the highlighting of submissions for June 24, 2025.

Muturi, who has recently been vocal in his criticism of President William Ruto's administration, reported that his security detail was withdrawn on the evening of April 10, 2025. He alleged that the officers assigned to him were instructed not to report for duty, purportedly because he was "fighting the government." Muturi condemned the move as an attempt to intimidate him, stating, "If this is another attempt to intimidate me, they have dialed yet another wrong number."
